Because oil dissolves tar and bitumen. So a spill would destroy the forecourt. The same reason bus laybys are concrete.

Apart from damaging tarmac, there is an environmental issue too - tarmac is porous, so if you spill fuel onto it it will soak into the ground beneath and make its way into the watercourse. Concrete is non porous so large spills can be mopped up, and smaller spills simply evaporate.

petrol reacts with tarmac. if there was tarmac eveyone would be sticking to tarmac and walking it into there cars on bottom on there nike trainers.
