Abortion is an invasive medical procedure that can have severe physical and psychological complications. Because the parent is supposed to be responsible for the child, all medical procedures must have parental consent or notification.
The state has no right, no legal or moral authority to restrict parents' rights and responsibilities like this. It is an abomination and an execrable use of government powers to intrude into private family matters this way.

They should and for one simple reason - parents are LEGALLY responsible for the activities of their children. If a child causes damage, the parent can be made to pay. If a child commits a crime, the parent is often punished for it. Abortion may be neither of these things, but I think it's only fair that as long as parents are saddled with legal responsibility, they should be given legal authority to match. Otherwise it is the parents who are being controlled by their children, not the other way around.
Any child who does not like this ALREADY HAS a legal remedy - they can choose to become an emancipated minor. Emancipated minors have all the benefits of adulthood and all the responsibilities too. Their parents are off the hook, and they can have abortions day and night and not have to tell anyone about it.
This is what we should be encouraging. If the parent is so much a part of the problem that the child cannot even tell them, then that parent needs to be removed from the equation anyway! On the other hand, if a child can evade an appropriate response from their parents, then they will only learn that many actions do not have consequences and it is better to avoid authority than work with it.

By default, parents have more life experience. Therefore, the advice to the children will be valuable. I believe minors are not comfortable speaking to their parents about the issue, which is the reason of the initiative.
Ask yourself something. What is more important: Getting advice on something that will affect you for the rest of your life OR avoiding the subject to avoid feelings of being uncomfortable for a few months?
I think the answer is obvious. Minors should have to notify their parents.

No minors should not have to notify thier parents of an abortion. Sadly there are parents who are so out of touch with thier kids that their kids feel the need to hide this sort of thing.
I was lucky, when I needed an abortion at age 16 I was able to ask my dad for help. He was my only parent and I'm glad I didn't have to go through the experiece alone.

I agree that kids should be "protected".
Handing all the responsibilities of kids and parents over to lawmakers is wrong.
Let the individuals figure out what the full scope of an issue is and how to avoid trouble. There are too many different possible circumstances to be put into one law

Provided the parents are not injuring the child's "life or limb" they have a sovereign right to know about their own children. When the state has more say over a child that the parent, then we are no longer living in the United States.

I agree.
In this day and age of parents not paying attention to their children (ie, if they did, then their girl wouldn't have gotten pregnant, because they'd have teach them about the birds the bees and responsibility), and the increase in child abuse, the requirement would only put another burden on the girl thereby if she comes from a broken home, end up being harmed, kicked out, or even worst.
