does this simply mean that there's no tendency for any change to occur? or does it mean that even when some facors of production changes, K/L and Y/L still remains, even in a new steady state? I really dont think the second one holds.

It is unnecessarily dense jargon for the idea than 1) labor productivity would be improved by additional capital investment, 2) but the amount of capital investment occurring is only sufficient to replace depreciated equipment rather than enough to improve productivity.

I know were you're coming from but I honestly feel that there are sadistic prisoners that can not be rehabilitated/contribute to society and be safe. In addition it is a waste of money to detain extreme risk individuals. As they commit murder, rape, and other sadistic activities to other prisoners (look it up). Some of these death row guys have done some things that many people could not handle mentally. Now for some people, the laws of biblical/spiritual morale rule their lives and may have a different look on this. Myself being agnostic consider murder to be immoral and moral subjectively. There will never be a deterrent factor against crime this is universal circumstance that is ever continuing. It can only be reduced,or elevated but not eliminated. PS: and for those who are making generalized statements on "Libs" please show some politeness and sensibility as you are also representing yourself and your party and competence for the asker, the question isn't that far fetched and nor did the man state is partisan interests. In addition not all libs are anti-capital punishment.
