Sometimes IE will loose the settings and set your toolbars in an odd place/ You just need to move the toolbar back to where it was.
-Click View/Toolbars and if there is a checkmark next to "Lock The Toolbars" click on it to unlock them.
-You can then just click and drag the toolbars to where you want them.
-If they are still too short you can drag the end to expand them.
-Then just click on View/Toolbars/Lock The Toolbars to lock the settings again.

This is infact very simple. Follow these simple rules

1) Goto the settings of the respective toolbar
2) Now select what all you want to add or remove (ie, the buttons i mean) .

For putting both the toolbars in different lines

1) Goto "VIEW" on the IE
2) Goto "Toolbars"
3) Select "Unlock toolbars"
4) Now you can drag the tool bars and place them where ever required.

Sorry I can't help with that.
I know how annoying things like that are.
There are some great computer people on the site, and I am sure that one of them will be along with an answer.
Best of luck.
