FYI to the only two people who answered the question so far...I knew who the character was...I need to know what us the name of the episode where Cartmen is dressed like a woman and is on a talk show and says "Whatever, I can do what I want"!?

The episode is called "Freak Strike" It's from season 6:
The boys learn that disfigured people get prizes for appearing on a talk show and they sign Butters up. When the prize he gets can’t be shared, Cartman has his mother join him on a segment called, "Please Help My out of Control Child."
Cartman: (in a slutty outfit; on video) Maury, I am out of control! Yeah, I use drugs. I can do what I want, b itch! Yeah, I have sex, and I don't use protection! It's my hot body; I'll do what I want! I don't go to school and I kill people! Whatever! I'll do what I want!

I don't remember the name of the episode, but it was the one with Maury Povich and the freak-show guests he had on. I don't remember why, but he had Butters made up to look like a freak but taking golf balls and attaching them to his chin to be 'the boy with testicles on his chin' or something like that.
Cartman was on the show that had out of control kids that he had somehow talked his mom into taking him to so that he could win the prizes that Maury gave away, but had trouble because his mom kept talking about what a precious adorable boy he was.
That's all I remember about it, but it was funny.
