The foster care system is a great way to do this. My wife and I went to the classes (required by our state) and became foster parents. We said what age and sex we wanted to adopt. When children became available for adoption they let us know. We actually did foster care for a few children before we found the ones that we eventually adopted. Here are the benefits of going through Social Services instead of a private adoption agency.

You don't pay anything.
They pay you (we received about $450 a month per child).
It feels good knowing that you are giving a good home to someone in need.
You get to learn about everything before you make any commitment.
You get to live with the child/children for six months before adopting.

We know have two awesome boys (3 & 4). As a sidenote, we still get paid by the state and will continue to get paid until the boys are 18. That's a nice perk and it helps out immensly.

P.S. You don't have to be married to adopt through the foster care system. But, I believe only one of you would be able to adopt them (not too sure about that).

From what I have found out there are two ways to do this. One is to adopt locally. This means that you are adopting children who have likely been removed from their homes because their parents have been neglectful or abusive. Many people do not have the tools to deal with these children because they have so many emotional issues that have to be dealt with and it's just heartbreaking. It is relatively inexpensive to adopt these kids and if you have the patience and the heart to deal with it you can really make a difference for the child and for your community.

The other way is to adopt from another country where the children are likely given up for adoption because their parents have either died or can't afford to raise them. These children typically have less emotional stuff, but it's a very expensive process, around $10,000.00 depending on which country you go through. You have to contact an adoption agency to do this.

You would need to get married first. That is most important as far as the waiting list is concerned.

Then you will need to get all of your ducks in a row. Finances, etc.

The adoption agency will treat you like you are applying for a million dollar loan... it is for the safety of the child.

Be sure you are ready for this. In my opinion (and I am not judging I swear) but you don't sound ready. You two should talk about getting married before you start talking about kids. If you aren't married, your chances of adopting are slim.

Get married first. I wouldn't think of starting a family unless there was a lasting commitment in the relationship. What if this is just a whim and you end up no longer dating? The child is left without a father and mother under one house.

Get married. Get a lawyer, find a reputable agency, take your home study courses, and you will be directed from there.
