Yes. Whether you make any money off the illegal use of the image has nothing to do with your culpability. The owner of the photo controls what can be done with the photo and can choose to charge whatever fee he wants, choose not to charge for the use, or simply choose not to allow the photo to be used.

I'm a freelance writer and photographer, and I'm constantly being ripped off. How can I make a living if people keep taking what they want without paying?

If not, it should be, though you may not be the one doing the infringing the information you provide enables another to do so and that in my mind is accomplice activities.
