GIMP, or other image manipulation software. GIMP is free at www.gimp.org.
Some of these programs have a bit of a learning curve, and reading documentation helps. Otherwise, the number of features can make them a bit cumbersome.
Someone already mentioned that they are done in a number of layers, and you need to begin to think like that. The first layer is the background. Then you take the photo, rotate it, and it becomes the next layer. The top layer might be the scribbling that you see. Then, you merge the layers and create the final image.
With each layer, you can adjust color levels, transparency and other attributes. It's work, but once you get used to it, it's a marketable skill.

This is clearly Photoshop, so if you don't have that, you're SOL. No alternative image editing program is likely to do this nice a job of blending and masking.
So, if you don't have or know someone who has Photoshop, you're in a bad way.
Also, there's absolutely no help we can provide to you in this small space that will aid you in this.
However, if you do have Photoshop, go to your local bookstore (Borders / Barnes & Noble), check the Photography part of the magazines section; there will be many tutorials there on how to do this. So, too, will you find good references.

That photo is done with several different layers, you will need either Adobe Photoshop or Paint Shop Pro or a similar graphic design software. I know someone that does this for a living, they may help you for free. Here's her email address, she is a world class graphic designer:
