Can I even get a postal box? I live 1.5 hrs from the border and want a postal box for ebay orders?

Rather than getting a box at a post office, get one at a mail room company, like "Mail, Etc." and the like. They are better for several reasons, including that you can get parcels via fed-ex and UPS, etc. at them too, which you can't at a post office box.

I live in Canada, and have one in the U.S., and seems about half the boxes of the mail room I have mine at are Canadians.

Look in the yellow pages of the city you want one in, and you will find a number of them listed, contact them directly for rates and info.

You would have to go to the post office. I know that they require you to give them a physical address and I don't know if it can be foreign. The application for a box does not give any indication that a foreign address can be used. It asks for City, State, and Zip Code.

They may assume it is for some fraudulent use if you live outside the country.

I assume you can. You just go to the post office and pay the rent. I'm not sure you can do it otherwise. Maybe on the Internet.
