Storm. She can be ruthless. She sees weather as energy patterns. When Weather Wizard started to change a pattern she would recognize it and counter it before it manifested. He wouldn't be able to counter hers. She can fly. All she would have to do is hover about 200 yards up and fry, freeze or blow him away. Basically, it's like someone with tongs trying to pick up a glass vs someone that uses their hands to pick up a glass. With enough practice, you can use the tongs very well. But, you will never be able to match someone that can just pick up th glass. And, what happens if you drop the tongs? You can't drop your hands. Except for Inspector Gadget.

All Storm has to do is distract Weather Wizard long enough to swoop in, punch his lights out & take his weather control wand.

Her control is greater. If they both start fresh, she is also able to control weather over a larger area. He has been shown as able to make weather do things it does not really do, or is not supposed to do.
But, ultimately, the focus (device) is the weakness. The one without inherent power must fall before the one with inherent power.

i want to say weather wizard but storm has the power by mutation soo..all you need to do to weather wizard is take away his weather stick thing
