Am I just being suspicious? Anyone else view it as a veiled (or maybe not-so-veiled) threat?

Nope, it sounds more like what we were telling the Iraqis about timelines for withdrawal. "We're not gonna be around forever, so you guys need to get it together" etc.
I think they are letting us know up front which way the wind is blowing in their political arenas, so we can plan accordingly and not get blindsided after the troops are out... They also know their announcement stengthens the hand of certain people on Capital Hill right now.
