Black Lightning vs Living Lightning?

Was Living Lightning the same as the one they call Zzaxx...? I give this to LL. not because I don't like Jefferson Pierce , but becaue if LL's powers are inherent, they are more reliable.

(If I am mistaken about the Living Lightning character, please disregard the above. I may have mistaken him for the Living Laser.)
