Commisioner Gordon was a Navy Seal. Somehow I think he'd be able to take a pile of bricks to the back better than Captain Stacy did.

Age difference, man. Stacy was older than Gordon; if he was still alive, he'd be decrepit. Gordon is no longer the combat hardened SEAL that he was, but I think he's still in better shape than Captain Stacy.
If you assume that they were both of equal age and in their prime (let's say the Beyonder pops up again and puts them together on Battleworld), I'd still give this one to Gordon.

gordon, he was a green beret (batman year one).
He would likely have kicked early batman's *** (year one batman) as at the time where batman had no combat experience, gordon did because of his military career.
