This is very easy to accomplish, first reboot the system in question with a linux live cd, this will give you access to the file system. Now navigate to my computer, select show all files, and do a search for this string:
%systemroot%system32config
Save the .sam file to a thumb drive! Now take that thumb drive to another pc and run LC5 to crack the sam encrypted usernames and passwords stored in the sam file, piece of cake. Now you have all usernames and passwords for that system including, yes you guessed it, the administrator account information!

You cannot access it from a command prompt, You must acces it through the control panel
