Doh, Norton is a PAIN to remove! But, there is a removal tool Symantec makes that will probably remove it completely:

You can't just disable it and expect it to go away. If you don't want Norton, uninstall it by clicking on Start, Settings, Control Panel, Add/Remove Programs and the Show updates box at the top. When the list loads, find Norton, and everything that has Norton in the name. click to uninstall each one of them. When you are sure you have all the norton products uninstalled, close control panel and restart your computer. If this doesn't work, there is an uninstall with Norton that should remove it.

But, then get a ond of the good free antivirus programs and install it on your computer. In this day and age, you can't afford to not have antivirus on your computer. Avast free and AVG are probably the best two free programs today.
