Ok, you will need a few things. First is a directory of every single internet user and their address. That is a tall order. It is possible to compile a list from every ISP out there, but that would take quite a bit of work.
However, that would be the easy part. For the next part you are going to need these three things: a mask, a baseball bat, and a get-away car. Just go door to door to every user and collect your dollar.
