Celeron is the budget/value brand of processor. Celerons were first produced in 1998 and were based on the pentium II processors at that time.
Assuming that the celeron and p3 are running at the same clock speeds the p3 would be more powerful. With that in mind a celeron 360 D running at 3466mhz and 512k of l2 cache (this is one of the newest celerons) would be much faster than say a p3 1000 mhz with 128k of l2 cache. (this was a very popular p3 chip).

The most recent ones are. They have benefited from most of the internal improvements that the Pentium IV has but of course they still have half the cache. Look at the clockspeed of the processor the more recent Celeron's should have a faster Ghz than the older Pentium IIIs.

If they are the same speed, the Pentium is better because it has more cache than the Celeron. If I had a choice between the two, I would choose the Pentium.

For most email, surfing, and photo keepers, the celeron is just fine. Most average users wouldn't be able to tell the difference.
