If your in the UK then no ! you can apply on line for the application form but that is it ! when you send it back to Dvla you will need to send i signed photograph and payment with the application ( just like you do with a passport application ) this is then checked and then you are sent your provisional / duplicate full licence .
Dont know what condition`s apply in other country`s

Not for a drivers license...no, with many states now actually, each time you get your DL, you need to go to the license bureau to get your mugshot again. As far as license plates for cars, many, if not all states allow you to renew online.

I believe that the answer is NO because you have to show proficiency to a person of the buerau. Now you can renew your license on-line in some states.
