Strong wind would be 50 MPH or more. If speed hits 74 MPH, you have a hurricane. The speed of the wind that could affect a moving car depends on many factors such as, size and weight of car, whether wind comes from front, back, or side, etc. Also depends on how much booze the wind was drinking. The presence or lack of wind has little to do with your blood level for what ever impaired you, so that excuse is a lousy defense.

Wind gusts in excess of 60 knots have been known to turn over many a tractor-trailer. Sustained winds of that magnitude would be considered a pretty good storm!!!

My vast experience would consider a 50 mph gusty cross wind in a medium sized car something to take with care.

Twenty knots is usually when small craft advisories are issued. If your BAC was above the legal limit, you are not going to have a defense.
