Yes they are able to do this although it is very rare that a company does that now.
Generally the reason it is done is if the work force is large and they need a certain amount of people in all the time they can then judge how well off they are going to be, for example, if they need more people in or can allow more people off.

if you're operating in the U.S. there is not any regulation in any state that calls for an company to pay you for vacation. no remember what number hours a week that you paintings. vacation pay is a income that employers would pay or gained't pay. the actually required time without work is for meal breaks once you paintings a particular type of hours in an afternoon.

if you all took your 4 weeks at the same time then they would have no staff to run the business and then you would not have a job to come back too. and by them doing this they know how and when to get temp labour in
