Very decent civic minded individuals seek office as a service to their communities. They must be fine upstanding members of their communities or they will not get the initial support they need to become viable candidates for office. When these decent, civic minded individuals take office they become corrupt instantly. Power corrupts and absolute power corrupts absolutely!

In a democracy, you cannot have qualifications for a politician, excepting a few common sense requirements that they be adults, not mentaly ill and not guilty of electoral malpractice. The concept of qualifications directly conflicts with the concept that the voters choose.

Mussolini's Fascist Italy replaced Parliament by a Grand Council of people from the professions etc. It was not a good idea. Politicans chosen in this way can be manipulated by the, in this case fascist, establishment.

Wise political parties will vet the candidates they stand for election so that they are fit for office. This includes things like a reasonable level of education and relevant experience, eg. of local government or work in the community. I fear the parties typically overlook some important things, notably person management experience and financial knowledege, which requires good numerical skills. In addition, many politicians are pathetically lacking in scientific knowledge, which is important to run a modern country successfully.

Some politicans are corrupt. Many more are highly committed to make their country a better place. The balance between corruption and commitment varies greatly between different countries: you have not specified which country you are asking about so I have answered in general terms.

Politicians are not corrupt, the instituition of politics is. For example, even if you have the strongest beliefs and are adamant about doing good for the people, you have to give in to your electorate's demands and agree to special interest groups (so you can get $$$) in order to stay elected.

Unless you are so moral that it is more important for you to do the right thing than to stay in office, you have to do become corrupt.

What are the qualifications of a politician?
A) MUST be RICH (one has to have lots of money to run for public office)

B) Absolutely NOTHING in your past which will be used against you (because it WILL come out)

C) Able to withstand intense public scrutiny (every day all day)

D) No discernible values (must be able to bend with the wind of popular sentiment)

Ned Lamont Democrat from Connecticut.
