My hot water heater has a marking for PILOT, we have to put it on PILOT, then light. After about 3 minutes we then turn it to ON. My first instinct was to ask if there was a good gas flow, but if you can hear the gas you should be fine. Are other gas powered items working properly???

have your local gas company come out and clean the "jets" on your pilot light and at the same time check that the sensor for the pilot light is set right and at the right distance from the flame---if the jets are clogged then the pilot light will not come on correctly and if the sensor rod is just off (this rod can shorten in time because of the pilot flame) then the sensor will cut the gas or the flame for safety reasons

You need to turn the red knob to pilot to light the pilot as you push the knob in and hold it.
