Wal~Mart, 7-11, Dollar General, basically any convienence store, Target, maybe some grocery stores. And it depends on what features you get on it, for instance, if you get one that can take pictures it will run you probably over $200 (before tax) and they also come with only 10 minutes on them. Now if you go to Metro PCS the phones start at $99 and the cheapest plan is $30 which is good for unlimited local calls ONLY, no voice mail, no adding on features.
But on the tracphones the minutes evaporate in no time flat. The cards run anywhere from $5 to $100 or more but for only a limited amount of minutes, and even if a wrong number is reached the minutes are gone. The only time the minutes are free is if they dial 911.
My best suggestion (if you do go ahead and get one) is to THOROUGHLY research all the of phones out there and what is needed to use them. But really I would think that if they can't afford to provide for 9 kids, then how in the world are they going to pay for the minutes on the phone?! Get them something else on their list and let them be happy with that.

Tracphones are around $20. Our Wal Mart stocks them, and I believe Walgreens do too.
