I've never heard that it's a time for forgiveness per se, but it is a time to try to be more of the person you would like to be, and celebrate the end of another year with those close to you.
Whether or not you celebrate Christmas, Kwanza, Hanukkah, pagan Winter festival or even Festivus, this time is as good as any to reach out and help make the world a little nicer.
Maybe you'll be able to spread the same feeling for the rest of year as well.

all year is a time for forgiveness. some people feel more forgiving at christmas because they are in a good mood (some it's the opposite); some traditions have actual holidays that are specifically meant for forgiving. Christmas is not one of those. but it doesn't hurt to be forgiving at Christmas and all the time.

It can be. Forgiveness is up to an individual. Forgiveness is always better than holding on to hatred or anger. WIthout forgiveness, a person is stuck in a bad place and can never move on.
