It's a catch basin for human sewage, livestock and animal feces, and agricultural fertilizer. Used to control pollution... basically the "stuff" sits in there and decomposes and creates a lot of nitrates and phosphates. Lagoons are used to keep those nitrates and phosphates from entering streams, rivers, lakes, etc and polluting the water, killing fish, etc.
