"Excuse me, young man, said Ms. Tittle dumping a pile of small bills and change onto the counter,"could I trouble you for a $20 bill?"
Mrs. Tittle pulled out a stamped, addressed envelope, explaining it was her son's birthday and that she always sent him $20 on his birthday. The clerk happily handed her a twently which Ms. Tittle quickly stuffed into the envelope and dropped into her purse.
"Oh, excuse me, Ma'am," stammered the young clerk,"there's only $19 here."
"I'm sosorry," apologized an embarrassed Ms. Tittle.
"Here, take your money back," she said, handing him the addressed envelope while taking back her bills and change.
"Please keep the envelope handy while I run out to the car. I'm sure I must have a dollar in chage between the seats." Strangely Ms. Tittle never returned.

because she put the 20 in her purse and took off with it

Because she netted not only the $20, but the $19 in change. So she is up $20 and the clerk is out $20. Note that it never says that she gave him back the $20, just the envelope.

It would have to be a pretty stupid clerk to let her get out the door with both the change and the $20, now, wouldn't it?

The clerk would be committing a felony by opening mail addressed to someone else. Mrs. Tittle got away with a twenty dollar gift to her son and her original nineteen.
