I have had the same thing happen to me. I assume you have checked the obvious, such as mute button on, audio program that has an equalizer which is shut down or muted, Volume level at lowest setting etc.
In my experience there usually is a driver conflict. Windows can load an audio driver and you may have software that came with your sound card that may conflict.
Find out the make and model of your sound card, go to the manufacturers website, download and install the proper drivers.
It is difficult to answer your question but these are the obvious solutions.

Download driver detective it looks at your pc and tells you which drivers you need. You have to pay but its a one off and you can use it on numerous pc. There is other driver software available but I have used this and it works. All the updates are carried out in a very simple way that anyone could use.
