..step. Why? Hitting the restart button (so far) gets it past this part where it gets stuck. Is this a registry problem or hardware? Will it happen more and more frequently or is it a two off (it's happened twice now in 10 days). What's best to do to keep the machine reliable?

Change you CMOS (BIOS) battery on your motherboard. $2 at Walmart. If it is a mainstream motherboard the battery will be a CR2032 watch style battery. Should be changed every other year.
While you are in there clean out the case, fans and processor heatsink.

It is quite possible that one of your hard disks is about to die, probably about time to back up your important files if you haven't recently. The symptoms of intermittent recurring problems point to an imminent disk failure...

Yoi is also correct, USB flash drives can interfere in that manner although they will usually persist until you remove them.

IF you aren't concerned about shutting down and opening your computer up, you could try a bit of troubleshooting - check all ide cables at both ends and make sure they are plugged properly and not damaged, ditto for power cords check that your memory and all pci / graphics cards are properly seated in their sockets... If the hanging behaviour becomes constant you could then test each IDE device by disconnecting all of them and trying to boot with each sequentially, on either ide channel. Other than that, start saving for a new disk I guess ;)

Make sure you don't have USB flash drive in while you try to boot...sometimes they can cause it to hang like that. You might also want to run a test on your hard drive.
