Or do you pick through the rubble and call anyone not wearing a uniform a civilian?

Ever watched the TV series "Over There", or the movie "Rules of Engagement"? I think both of those pretty much cover what happens when soldiers kill "civilians."

And yes, they probably do pick through the rubble and call everyone not wearing a uniform a civilian.

I'll put it this way: My friends who have been to Iraq say that "Over There" and "Rules of Engagement" are very close to the truth.
"Civilians" are shot because:
A. They really are armed, but the insurgents cover it up.
B. They walk out in the middle of gunfights (in some cases photos are even staged of a "civilian" being shot to death as a result.)
C. They appear threatening...for example, if they're told to "halt" in Arabic, and they keep moving. They are then assessed as a threat.

Sorry you misunderstood me.

They don't even have to pick through the rubble. A lot of these so-called photojournalists have been caught red-handed doctoring their photographs to make the USA look bad.

Depends which politician you are asking. And even if politicians from different stripes give different answers BOTH could be lying.
