Prison gangs and outlaw motorcycle clubs are 2 totally different operations. The biggest similarity is that they consist of people. I prefer to not say that outlaw motorcycle groups are not gangs, but there clubs, the media labeled them as "Gangs". The patch on the back that says "MC" stands for "Motorcycle Club". In general gangs, will get the public involved in their business, start a business on their turf and they'll want a percentage of what you make, motorcycle clubs don't want the public in their business, motorcycle clubs will help the public to go on motorcycle runs to raise money to help children in need. In fact there was one outlaw club back in the late 60's that offered to go to Vietnam and made a public speech and addressed it to the President to help fight for this country. I can't think of one thing that a gang did or offered to do for this country. Gangs are more self centered then clubs. Gangs has a leader, clubs have a President, both are overseers.

Your questions is popping out of bias. First make certain the context of the term "outlaw". Outlaw bike golf equipment get labeled, "gangs", by ability of a few paper pusher in some criminal expert wide-unfold's place of work. a extra suitable assessment could be reformatory gangs and police departments.
