Just a question. Eygpt use to be, but not sure now.

Maybe the Philippines.
Just pay the fee and they hand you a license.
It doesn't get much easier than that.

Sure, in some parts you don't have to take a test, but the licence is only valid locally.
My wife sat her "test" when we were living in The Sultanate of Oman.
It involved driving around a few cones in a car-park, and little else.
Her Omani licence is valid in the UK, as we have a recipricle arrangement.
All good stuff. She has now passed a standard UK test, but I just presented my UK one, and was given an Omani one.
So if I loose my UK one, I can drive on the Omani one,
interestingy they cover you for anything from motor-bikes, through cars, buses, big trucks, and even tanks
Weird system, but there you go.

When I got my car licence in Adelaide, South
Australia, I only have to do a written test of
10 questions - that was all.

But it was quite a few years ago, dont think you
get away with that now.

I thought it was Egypt. Drive10 yards forwards. Drive 10 yards backwards. Congratulations you have passed your test!

Dest is right,,the Philippines has got to be the best place,,my wife paid roughly about £5 and she got her licence,,never even saw a car,,cant beat that!!

Africa. You just have to say you have a car and a $100 dollar bill. You get a driving licence.

north of Cyprus (but south of the green line) can be very easy.... with a little money.... i know of lads who passed there moto bike test.... on a push bike in Nicosia

they did do about 3 - 4 lessons on a 50cc, but the bikes were out on test day, so they passed on push bikes... i know it sounds crazy, but its true

I go laong with PhilB. In India, I think that, providing you can start the car, they give you a license.
