Try Goodwill or Salvation Army resale stores. You can pick up anything there that would fit and not pay an arm and a leg.
Since it's fancy dress, I would look for the glitziest gown they may have. Don't forget hose and shoes.

Get down to your local charity shop before it closes, and find a nice granny dress...get a bargain and help out a charity at the same time. When you've finished with it, take it back to the shop and they can sell it on again.
Then you just need a bag and some makeup, maybe a wig. I'm sure you have some female friends or relatives who'd be more than happy to help you look like an idiot!!

After reading your additional notes, and hearing about the 'do' being cancelled, is there anyway you can wear this dress, so you can feel you have not wasted the money.
Perhaps arrange a christmas meal with a friend, boyfriend or work mates and then gain the opportunity to wear it then.
Other than that, see if you can take it back.

How about a nightie or long slip from M&S? I've seen that done before for a Rocky Horror party. Depends if the tone of your party is funny and cartoony or if you want to do it a bit more seriously...
Check out your local thrift shop/Oxfam too - they might have something for a few quid you could use.

Why don't you go as a panto dame, that will give you a lot of lee-way. Visit oxfam and get a big dress. Put lots of make up on and take a daisy the cow if someone will volunteer.
