MS Frontpage is an office application that lets you create Webpages and publish to your website without much knowledge of HTML or programming.
Frontpage type of applications are also referred to as WYSIWYG Editors (What You See IS What You Get).
If you know how to use Microsoft Word you can make Simple WebPages with Frontpage just as if you were writing and formatting a Word Doc or designing Powerpoint Slides. It's as easy as that.
Some recommend a basic knowledge of how Websites work (HTML, FTP) in order to be able to use
Frontpage and alike tools.

MS Frontape is not available in Student/Personal package of MS Office.

Its used to create webpages, the simpler way. More simple than Dreamweaver in my opinion. I took both.
