I believe that you are talking about turbo timer right? A turbo timer is a device linked to your ignition switch so that when you take your key out from the switch, the engine will still run at idling speed for a minute or so before the engine stop. The idling timing base on the setting of the turbo timer. The purpose is to cool down the engine to prevent thermal stress on the engine especially turbocharger because turbochargers are very sensitive to thermal stress.
