I need to know someone's address for a civil suit I intend to file that involves this individual. Since asking for their address has proven ineffective, I have to find another way, preferably a way that doesn't cost me any money.

actually if you have their full name and believe they OWN the property they live in, you may be able to find them on a tax assesor website. You search by county name. If you are not sure what county then pick a few in the suspected area, and look @ their websites. This depends on the state, most are online, but pretty much all are public record... You may also look up the local records division. Let me know if you need more help.
