they just appear in doubtful books and on websites created by people who have too much time on their hands, or who cannot judge between real world and fiction.
No solid evidence such 'aliens' exist.

I believe it was 1945 on the Columbia river where I first met the Targzissians. I was very scared but they have helped me very much since then. I often see Targzissians, usually I see them in a field by my house. I have learned how to communicate with them and they have given me much insight into the world.

I had a horrifying experience with the Tarnagren fleet, but the Targzissians are kind of staying out of galactic politics these days, it make me wonder if there planning on invading a less advance world like this one.
