Yes. In your example the Raigeki Break would indeed destroy the monsters and when the Ring of Destruction activates it would fizzle because its target isn't in play. Chains always happen in reverse, with the Spell or Trap activated last resolving first and so on.
Note: You can't chain to the summon of a monster(except with Solemn Judgement, Horn of Heaven, and Dark Horn of Heaven, which are all countertraps) or a countertrap(except with another countertrap) normal Spells/Traps, continuous Spells/Traps, or Quick-Play Spell cards.
Go to http://www.upperdeckentertainment.com/yugioh/en/gameplay/faqs/advancedgameplay/default.aspx and scroll down to the section on Chains. It explains Chains alot better than I did.

The first trap has already targeted the monster.you would have to play a trap to either stop his trap from activating or save the monster from the trap.
Since the monster has already been targeted for destruction the first card placed down goes first. Sorry your situation does not work.

Trap cards follow three basic principals. First its purple to show you are playing a gay game. Second they can only be activated by non negative attacks thoes that are dealt for postive gains in the destrocoto field. Third they can only be used to stop traps if you say "Jenga Fett Roger the Smith Bravo" if you are doing all this then you probably need a life.

Yes, you can chain Normal traps with any other trap card except Counter Traps (which can be chained to ANY card or effect). You can get a lot of Duel-related tips to these sites:
