Assuming it is not locked to a specific provider, yes, it should work since it is quad-band (T-Mobile runs on GSM 1900 frequency).

If the phone is subsidy-locked, you can get it unlocked. Doing a quick search on Ebay turned up at least one seller who offers remote unlocking via IMEI number (search on "w600i unlock"). Basically, you send the IMEI number, and they send back an unlock code to enter into the phone. Or you can just try to find someone locally who does unlocking (maybe check with a small cell phone retailer).
