someone is attempting to skip to appear on court for small claims debt that's less than $5,000. If they obtain a judgment against the person, but have nothing to attach it to, what would happen?

In my area, the District Magistrate presides in small claims court. When they render judgments, the staffs for the DM are quite aggressive in trying to effect recovery.
If the defendant is "judgment proof" the only thing you can do is get the judgment filed in the country court house. Depending on the statute of limitations in your area, you can keep refiling the judgment until the defendant pays up or until he dies.
