I am trying to buy a couple of bras online....
I had this one bra that had this extra push up molding in the bottom of the cup and I am guessing this is what graduated padding may be. Do you know? It wasn't like a shoulder pad sewn in the bra cup but more like a thick foam padding within the bra itself with curves in it but was completely invisible on the outside of the bra.

Graduated padding is padding that has varying thickness for a more natural look when worn. Instead of one bulky piece on the underside of the breast, it's a piece that contours to the natural shape of a woman's breast. The padding starts wide at the middle base for lift and size, then gets thinner as it goes up and out for a smoother line.

I could only find statements like these. tells ya what it does but not what it is!

Its something to hold your breast in the bra to keep your niples from showing.
