I like Paintshop Pro. It comes with Animation Shop and is really easy to use and produces great .avi and animated gifs. It was produced by Jasc software but now is owned by Corel. With Corel, you can buy just Animation Shop 3 here: http://www.corel.com/servlet/Satellite?pagename=CorelCom/Layout&c=Product_C1&cid=1152105040771&lc=en

Before I could afford to buy good software, I found this website:
http://freeserifsoftware.com/
They have a program called DrawPlus and it is very good.
When you can afford to spend some money on software they have better versions with more features for little money.

Animation Shop, from the same makers as Paint Shop Pro. - It's easy to use, and simple to understand. It's a bit expensive though. You can probably get it at corel.com

If you have photoshop then you have Image Ready.. Which is what I use. It's simple flexable and best of all you can automatically import your layered photoshop file into it.. :-)
