If you are in the states ; you can find usually for less than $10 dollars in the toy and game sections of the store; a bowling set.
The pins are quite large, colorful, made of plastic as is the ball.
Kids this age love all the color and knocking them down and being allowed to throw something at the pins which wouldn't harm anything or anyone. This is a gender neutral gift. If you want anything cheaper than that then go to one of those DollarTree or Dollar General stores. The DollarTrees often carry toys and you could be surprised. I have found in the past Yu-gi-oh and other named brand toys that were selling for 20 bucks or more at other stores in the D.Tree.
At 3 years old all they care about is things that make noise and are colorful and can be eaten.

An animal should never be gifted to a child without an adult able and willing to assume full responsibility for the pet if/when the child loses interest and the newness wears off. Is there an adult in the home who is willing to be responsible for training and care of a new pup if this happens? Really, the best thing to do is to gift new puppy supplies and then sit down with the child and discuss what they want in a dog. Help them choose a breed that is good for them and help them find a good trainer before acquiring the dog. Also securing a vet is a good idea too. ADDED: Think about it this way, if someone were going to get you a dog as a gift, wouldn't you want to be part of the selection process in type of puppy and such? That's a big part of getting a dog is picking the one that is right for you. Your little bro would probably really enjoy being part of that!

Depending on if it is a girl or boy.....Girl's are really into those doodle bear dolls. The run about $10-$15. At this age they are really into coloring books and crayons etc. Another idea is the memory games. They have so many different characters now and when they are on sale you can usually get them for like $5.

Go to Wal-mart and they have a whole aisle of gifts for five bucks. They have boy and girl toys (trucks, remote control cars, tea sets, dolls, etc)

At that age, though, they would rather play with the box than anything else.

Maybe some coloring books, crayons. you can also go to ToysRus or BabysRUs. A bouncy ball, something like spongebob squarepants, or what ever he/she likes.You can just also go to the toy department at walmart or sumthing and look around. There is bound to be something. Even a spongebob (or what ever he/she likes) throw pillow or sumthing. Good Luck!

WalMart has really cute stuffed bears/dogs dressed up in Winter/Christmas gear and has "2006" stitched into its paws. They are really cute, soft and affordable.....and w/the date on it - personal and memorable.

And what 3 yr old doesn't love a soft cuddly stuffed animal!?

toys can be purchased at goodwill or salvation army.
but generally if the parents are having rough economic times buying clothes to relieve a budget can be welcomed too.
I liked to color and crayons and coloring books can be bought cheaply at local dollar stores if you have them.
