I have tried to get help and nothing seems to work. Do I need to delete Version 7 and re-install??? My problem is that there are no options/tool bars.

I tried the new IE7. I had that same problem. The options/toolbars are there, but "buried" by Microsoft. The menu bar, when shown, is under the address bar which is not the normal location that everyone is familiar with. You can force its display by pressing the ALT key.
I ended up not liking it after using it for about a week so I removed it and went back to Firefox. The other reason for its removal...I also do VB6 programming, which is not very compatible with IE7.

Agree 100% Firefox is a better, much less problematic browser.
Most surfers who are having trouble with IE are much happier with Firefix once they try it.
However, if you must use IE, keep it updated and use smart security settings. Also, a good AV comes in handy.
If you've picked up something while surfing, do a system restore.
Then, take my advice and download and install Firefox.
