If the total income of the family goes above 1 Lakh per annum then they fall in the creamy layer which means they cannot enjoy the benefit of reservation.
Now, people are arguing to either increase the the level that is from 1 Lakh per annum to 1.5 or 2 Lakhs per annum (which means if family income above 2 L pa then no reservation)
or
to completely eradicate the creamy layer from reservation

Hi, Priya. Reservation issue is concerned to the Scheduled Castes, Scheduled Tribes and Backward Classes. The people of these classes considered to be the weaker sections of the society. They are economically and socially downtrodden. They were deprived of the basic rights since very long time. After the country became independent, the prime duty of the Government was to see that these classes are uplifted. The Constitution of India has granted and guaranteed the reservation facility in the opportunities of education and employment. The people who have been enjoying these benefits since Independence and belong to the category of 'creamy layer'. It is seen that these people are snatching away these benefits again and again and thus depriving the rights of other people who are actually in need of these facilities. But the people belonging to 'creamy layer' are not ready to forego these benefits. The Members of Parliament of the upper category i.e. creamy layer are not willing to sacrifice those benefits that they are enjoying and not ready to come into the general pool. Hence the debate is going on and on. This example reveals the other face of the greed and selfishness of the human beings in toto.

the creamy layer means...or includes those people in the SC/ST/OBC category..whose parents..got the benefits of reservation..and now they r doing well for themselves..which basically means that their children don't need reservation any more..since they can take admissions anywhere in the open category...i.e. pay the fee structure in the open category.

If you are speaking of Indian Reservations, it is related to the question of "who is a native american?" as determined by how much white blood they have.
