Yes you can. When you arrive in the airport immigration office will give you a 21 days visa. You can extend your 21 days visa later on. Check the following government websites
http://www.dfa.gov.ph
http://www.immigration.gov.ph
Though it is required to present an exit or outward ticket, most immigration officers do not meticulously look for it.

Depends if you're cute..... joke.
Foreigners except citizens of a very few country needs visa before arrival. If you belong to the majority, you are given 21 days provided you present a passport valid for at least 6 months and an onward ticket.

Beings your name is frank, i'd guess your european or american, but definately not from a country who would require to apply for a visa before arival. you'll get the 21 days free, you can extend that to 59 days total for about 40usd, this is a simple process, for about 10usd, you can get someone to go to immigration for you and do it. check out www.livinginthephilippines.com for lots of info on all that.

it depends which country u came from frank... there are other nationalities that are not required to get visa... others can get their visa upon arrival .. and others u have to apply in any philippine consular in ur place that is near u.. and another thing is wat kind of visa u want to have...for more information visit...http://www.gov.ph/faqs/visa.asp
