I would think...the same sort of men that use the red light districts in any other town...most towns have some sort of area like that...even places that only have a couple of thousand people will have at least a few women working in that industry.

I wouldn't say the men who use it are 3rd rate plonkers..
All sorts of people, men and women go to red light districts for any reason.
That can be your next door neighbor who seems happily married on the outside, or they can be your mayor, the town grocer, maybe your own father..
