Trace Route is a good program and will draw a map also showing the route the call took. But like the answers above, you can only trace to the originating Server, not the person. Also some traces will be blocked at some points by firewalls and such. If you are fortunate, you can get to the originating server and there will be a contact to send information to in some cases. Another good place is www.whatsmyip.org.

Not without a court order for regular internet user IP. For website IP, u can try get his whois information which sometimes not available because you can buy service that mask your website whois identity.
