I retired from Govt. of India service in a senior position. I can tell from my personal experience that black sheep are bound to be there everywhere government is accountable and by and large it has discharged its responsibilities. As a Cusoms officer my job was to stop smuggling and I have done it to the best of my ability.And I know my colleagues and subordinate also did. I am not saying so because I was in government service but in a way it was so for I could not have made a definite statement unless I was closely associated with govt.

Well...Everyone is accountable for our government. It is not only officials who can be accountable for his/her government. Each of us should know that we our accountable for our government because we make them. The elected officials only execute what has to be done. WE should know that we are accountable to our government. Officials should plant this in their mind that the government is not for them but for the interest of many and for all of us. We do respect the officials, but they should respect the government because it is what make them or put them there. The government is the people and the people of all people. It is what makes the government, and officials are only the servants of the government.
We should know that every single individual has it's power for the government.

It is rather sad that most of our government leaders are not accountable. They know what to do, but decide not to do it, because of their corrupt tendencies. I will rather suggest the citizens compel them to be accountable, after all, without the support of the citizen, they can't be elected into that position in the first instance.
If they're all compelled to be accountable, i believe they will adjust. The fear of being removed form office by the people will make them do what the citizens wants.

Not if they can help it - luckily their complete lack of conscience means that their insincere and incompetent actions are the fault of the government of ten years ago.
It was the Tories what done it - cue crocodile tears and some real ones for their fat unearned salaries.
