Yikes that's a bit hard...
You need to get the equation looking like
y = .............
so first you take the squared sign away by getting the square root of the x value. This gives
(y+2) = sqrt(-4(x-2))
Then you subtract 2 from y giving you
y = sqrt(-4(x-2)) - 2
Simplified slightly it becomes
y = sqrt(8-4x) - 2
When (8-4x) is negative y and thus the graph do not exist for that value of x
