The general perception about an allrounder is tht one who can bat and bowl. However, in real sense a bowler who can bat and a batsman who can bowl is considered as an allrounder. When you say a bowler who can bat, it does not mean that he can bat well one in a while. Similiarly a batsman who can bowl does not mean that he bowls occasionally and pick up some wickets. In real spirit the bowler who can bat well consistently and a btsman who can bowl well consistently can be called as all-rounders.

While Sachin Tendulkar, Virendra Shewag, Yuvaraj Singh, Dinesh Mongi, Saurav Ganguly etc, can bowl, they cannot be considered as an allrounder in real sense.

Kapil Dev was the only all-rounder in real sense India had.
Irfan Pathan has the making of an all=rounder. Time alone
will prove whether he can really become an all-rounder in real sense.

Kapil

Kapil - when he used to play.
Irfan - Now. Unfortunately, he is a true allrounder. In any one innings, he either bats or balls, but not both together.
If your question is the best allrounder produced:
without doubt : Kapil Dev
